Juul E-cigarettes Reach a $79 Million Settlement with Florida
On March 10th, Florida Attorney General James Moody announced that Juul Labs, the e-cigarette company, has reached a settlement agreement with the state. As part of this agreement, Juul will contribute $30 million to a newly established Florida Tobacco-Free Fund. This fund aims to support efforts in enforcing nicotine and e-cigarette laws while protecting children from harmful marketing practices and products. Additionally, Juul will provide $49 million to a trust fund managed by the Florida Department of Legal Affairs. In total, Juul will pay $79 million over the course of seven years.

Thailand Seizes Over 200,000 Smuggled E-cigarettes from China

On March 10th, officials from Thailand's Prime Minister's Office, Ministry of Justice, and Ministry of Finance held a joint press conference to announce the successful dismantling of a major cross-border e-cigarette smuggling operation. The authorities showcased their achievements in combating the illegal smuggling of e-cigarettes. According to the announcement, multiple Thai departments collaborated on this case, seizing illegal e-cigarettes valued at 33 million Thai baht. The seized items included 23,400 disposable e-cigarettes, 6,000 e-liquids, and 172,000 e-cigarette cartridges containing e-liquids, totaling 210,300 items. These e-cigarettes originated from China and were intended for transportation through Thailand to Myanmar.

Thailand Cracks Down on E-cigarettes, Arresting 690 Suspects in One Week
On March 9th, it was reported that Thai police conducted a one-week operation targeting the sale of e-cigarettes. During this period, they resolved 666 cases and arrested 690 suspects. A total of nearly 455,000 e-cigarette products were seized, valued at over 41 million Thai baht (approximately 8.8 million yuan). The National Police of Thailand emphasized that severe penalties will be imposed on wholesalers, importers, and retailers involved in the illegal trade of e-cigarette products.

Philippines Publishes Draft for Importing E-cigarette Products
The Department of Trade and Industry of the Philippines announced on Monday that it has drafted a new set of rules and requirements via an executive order to strengthen measures against the illegal trade of e-cigarettes. Under the new draft, e-cigarette importers must submit various documents, including packing lists, commercial invoices, bills of lading/airway bills, production batch details, and valid Philippine Standard (PS) licenses. Additional compliance requirements include a deposit of 150,000 Philippine pesos (approximately 19,000 yuan), a valid registration certificate issued by the Customs Bureau, bills and proof of ownership or warehouse space lease, and a consumption tax declaration form stamped by the Bureau of Internal Revenue. Once fully approved, importers can apply for a Conditional Release Certificate (CCR) to temporarily clear the goods.

Denmark to Limit Nicotine Bag Concentration to 9 mg Starting July
New restrictions on the maximum concentration of nicotine bags in Denmark will take effect in July, prohibiting the sale of nicotine bags exceeding 9 mg. In addition to limiting nicotine bag concentrations, Denmark has already banned e-cigarettes with flavors other than tobacco and menthol and mandated the use of "neutral and standardized" packaging.

Philip Morris International Developing Cheaper New Tobacco Products for African Market
According to foreign media reports, Philip Morris International is developing more affordable new tobacco products tailored for the African market. Wilder, the president of Philip Morris International responsible for South Asia, Southeast Asia, the Commonwealth of Independent States, the Middle East, and Africa, stated that Africa represents an emerging market where consumers are highly price-sensitive. He explained, "Our initial new tobacco products were relatively expensive. While these products performed well in markets with higher consumption levels, only 5% to 10% of consumers in the regions I oversee could afford them. We are now developing simpler heated tobacco devices at lower prices, focusing primarily on the mid-to-low price range. Furthermore, we are conducting research in the e-cigarette field."

Sales of Synthetic Nicotine E-cigarettes Soar in South Korea
A recent report released by the South Korean Association for Smoking Cessation revealed that sales of synthetic nicotine e-cigarettes in South Korea increased by 24.6% year-on-year in the third quarter of 2024, reaching 19.9 billion won. Synthetic nicotine e-cigarettes accounted for 97.2% of total e-cigarette sales, while natural nicotine e-cigarettes represented just 2.8%. During the same period, heated tobacco product sales grew by only 2%, and cigarette sales declined by 3.4%.
